Non-English language on Debian Linux

I wrote in English and non-English language. For using the non-English language on Debian Linux, I issued the command:

dpkg-reconfigure locales

I chose the language with the UTF-8 option. After that, I chose OK.

I used German in the file name and I selected: de_DE.UTF-8 UTF-8

The file names in German could be displayed properly then. Before this change, I could not use the German file names.
