2.2 Data Minimization and Robust Access Controls

Introduction

Artificial intelligence (AI) systems are now a part of everyday life, from smart devices and online services to healthcare and education. With so much information being collected and processed, it is crucial to make sure only the right data is gathered and that only the right people can access it. Data minimization means collecting only the information that is absolutely necessary for a specific purpose, helping to make sure only the right data is gathered. For example, if a smart home assistant only needs to know your preferred music genre to make recommendations, it should not collect your full contact list or location data. This approach reduces privacy risks and limits the amount of sensitive information that could be exposed in case of a data breach (ICO, 2024; Kiteworks, 2025). Robust access controls are rules and technologies that make sure only authorized people can access sensitive information. Together, these practices help protect privacy, reduce the risk of data breaches, and build trust in AI systems.

Technical or Conceptual Background

Data minimization is a core principle in many privacy laws, including the General Data Protection Regulation (GDPR) in Europe and similar regulations in other countries (ICO, 2024; Kiteworks, 2025). The idea is simple: organizations should only collect, store, and use the smallest amount of personal data needed to achieve their goals. This helps protect people’s privacy and reduces the risk of data breaches, because there is less information that could be stolen or misused.

Access controls are the technical and organizational measures that ensure only authorized people can access certain data. There are many types of access controls, such as passwords, biometric scans, and permission systems. The “principle of least privilege” is a key concept here: each person should only have the access they need to do their job—no more, no less (Keepnet Labs, 2025; Prove Privacy, 2025). For example, a teacher might be able to see all students’ grades, but a student should only be able to see their own.
