26.1: Adaptive Assessments
Adaptive assessments have evolved from uniform, one-size-fits-all quizzes into dynamic evaluation systems that tailor questions to each learner’s proficiency. In the early 2000s, United States financial institutions typically administered fixed-length compliance exams at scheduled intervals, often resulting in prolonged seat time and minimal diagnostic insight (Valaboju, 2024). These assessments assumed that all employees required review of identical content, regardless of prior knowledge, leading to unnecessary repetitiveness and learner disengagement.
Around 2015, educational psychologists began applying computerised adaptive testing (CAT) principles—originally developed for large-scale licensure examinations—to corporate training (van der Linden & Glas, 2010). CAT systems leverage item response theory (IRT) to estimate a test-taker’s ability in real time, selecting subsequent items that maximise information about that individual’s knowledge level (Embretson & Reise, 2013). Early pilots in banking compliance training demonstrated that CAT could reduce average test length by 40 per cent while maintaining score precision, signalling promise for broader adoption (Zhu, Chau, & Mokmin, 2024).
By 2020, RegTech vendors began offering integrated adaptive assessment modules within compliance learning management systems (LMS), enabling U.S. financial firms to monitor workforce proficiency continuously (Valaboju, 2024). These systems draw on extensive item banks covering anti-money laundering, sanctions screening, and consumer protection regulations. Learners answer an initial set of items designed to approximate their baseline understanding; the platform then delivers targeted questions—easier when a learner struggles, more challenging when proficiency is high—so that each assessment hones in on the individual’s true competency (van der Linden & Glas, 2010).
The technical workflow of adaptive assessments comprises three phases. First, subject-matter experts and psychometricians develop an item bank with calibrated difficulty parameters. Next, the system administers a routing section, estimating the learner’s ability using response patterns and response times (Embretson & Reise, 2013). Finally, the CAT algorithm applies a maximum information criterion to select subsequent items that will most effectively reduce uncertainty about the learner’s proficiency estimate. This iterative process continues until a stopping rule—such as a predetermined standard error of measurement—is satisfied (Zhu et al., 2024).
For financial institutions, the benefits have been twofold. Operationally, adaptive assessments have cut average testing time by up to 50 per cent, freeing compliance teams to focus on remediation rather than test administration (Valaboju, 2024). Pedagogically, these assessments provide granular diagnostic reports, pinpointing specific knowledge gaps in areas such as transaction monitoring or customer due diligence. Managers can then assign bespoke microlearning modules or coaching sessions, ensuring that remediation addresses precise weaknesses rather than repeating already mastered concepts (Embretson & Reise, 2013).
Nevertheless, implementing adaptive assessments in the U.S. banking sector posed challenges. Data privacy regulations necessitate secure handling of response data, and validation studies must demonstrate that adaptive methods yield legally defensible results in audit settings. Moreover, explainability requirements under financial supervision guidelines demand transparent reporting of how assessment algorithms arrive at proficiency decisions (Valaboju, 2024). To address these concerns, institutions conduct concurrent validity analyses—comparing CAT scores with legacy fixed-form tests—and deploy audit-ready logs of item selection sequences (van der Linden & Glas, 2010).
Today, adaptive assessments are firmly anchored in the compliance technology suite of major U.S. banks and credit unions. They underpin continuous assurance programmes, where employees periodically demonstrate up-to-date knowledge between formal training sessions. As a result, compliance officers gain real-time visibility into organizational risk exposure, detecting pockets of knowledge decay before regulators raise concerns. Through adaptive assessments, financial institutions have shifted from static, calendar-driven testing to a responsive evaluation model that aligns learning precisely to each employee’s needs, thereby enhancing both efficiency and regulatory confidence (Zhu et al., 2024; Valaboju, 2024).
